Tarkov runs on Unity and is famously unoptimised; frame rate is decided by single-thread CPU speed and having enough RAM. It routinely holds more than 16GB in memory, so 16GB machines swap to disk and stutter in firefights — which is why players with expensive GPUs still get poor performance if they under-spent on CPU/RAM. Streets of Tarkov is the worst-case map to spec for.
